Roll Call: President Pattinato Present Vice President Nolan Present Councilman DeBar Present Councilman Duda Present Councilman Jordan Present Mayor LaSota Present Manager Loutitt Present Solicitor Colangelo Present Public Comment (Agenda Items Only) Jason Atkins of 1731 Ellsworth Avenue: Mr. Atkins presented Council with handout materials. Mr. Atkins addressed Borough Council about his concerns about Ellsworth Playground. Mr. Atkins is concerned that the placement of the gate and handicapped parking spot are incorrect. Mr. Atkins states that the gate should remain open for safety reasons so that an emergency response vehicle can access the playground. Mr. Atkins states that the two gate latches are dangerous because they stick out at a childs eye level. Mr. Atkins stated that a bench facing away from the ball field is another safety concern. Mr. Atkins stated that children used to play wall ball against the gas house walls, but now children are climbing the walls. Motion to re-organize Council was made by Councilman Debar. Councilman Jordan seconded the motion. President Pattinato stated that there was not time to reorganize at this meeting. Councilman DeBar said that he stands by the motion. Councilman DeBar asked Solicitor Colangelo if Council can reorganize at a workshop meeting. Solicitor Colangelo stated that Council can reorganize at a workshop meeting because it is an advertised meeting for general purposes. The following items were discussed; no actions were taken: Administration and Finance Council and Mayor discussed current bids for repairs to the porch at 1641 E. Railroad Street. Manager Loutitt will contact all bidders to verify the materials that they are to use on for the project. Council and Mayor discussed Mr. Tom Allens appointment to the Nuisance Committee, which had expired. Mr. Allen submitted a letter to Council expressing his wishes to be reappointed. Council and Mayor discussed Realtor John Tanneys request to put a lock box at 1639 E. Railroad Street so that his realtors can access the property during after work hours. Councilman Duda explained that the lock box will be outside the community rooms back door. Council and Mayor discussed prospective dates for the Borough of Heidelbergs budget meetings. Council and Mayor discussed the renewals for the Boroughs insurances. Mr. Ed. Schmidt of ESI and Associates will attend the next Council meeting to address Council. Public Safety Heidelberg Borough Council and Mayor discussed its Special Meeting with at Heidelberg Volunteer Fire Department on September 22, 2015. Councilman DeBar stated that this decision should go to the people. President Nolan stated that this is a tax even though it is not being called a tax, and that the citizens of Heidelberg should make this decision. Vice President Jordan stated that he would like more information. President Nolan added that meeting in September left Council with very little time to gather additional information. Councilman Jordan asked Solicitor Colangelo about the steps that are required to put an issue on the ballot as a referendum. Solicitor Colangelo stated that any citizen can put forth a petition, and if one-tenth of the registered voters sign the petition, it can be added to the ballot as a referendum. President Nolan stated that Council will discuss possibly increasing HFVDs funding in the 2016 Budget. Parks Council and Mayor discussed Ellsworth Playground. Manager Loutitt will have a representative from Gateway Engineers at next weeks Council meeting to discuss Ellsworth Playground. Manager Loutitt will work with Council to prepare a list of things that need to be addressed. Planning / Code Enforcement Council and Mayor discussed proposals from third party Building Inspector and Code Enforcement Companies. Councilman Duda requested that Manager Loutitt discuss mileage with HMT and try to negotiate the price. Councilman DeBar wishes to have a contract with a time limit. Manager Loutitt stated that she believes that the proposed contracts last for a year, but she will verify that information. Manager Loutitt will also compare PCS pricing with pricing offered by prospective providers. Roads Manager Loutitt reported that she has met with Gateway and a Representative from Golden Triangle. Pennsylvania American Water Company agrees to replace Lincoln Avenue as well as provide required ADA compliant curbs. However, PAWC wishes to cost share the price of sidewalks that will need to be replaced adjacent to the new curbs. Manager Loutitt asked Council to consider allowing Golden Triangle to replace Lincoln in Spring 2015 because there are a few curbs on Lincoln that the Borough may need to replace and the official end of paving season is near. Council and Mayor discussed the SHACOG bid for the 1st Street Paving Project. Council decided to reject the bid. President Nolan asked Manager Loutitt to work with Gateway to get a report about the conditions of the Boroughs roads. Correspondence and Notable Items Solicitor Colangelo addressed Council about the status of ALCOSANs Interim Consent Order. Public Comment (General items) Tom Musgrove of 480 Grant Street: Mr. Musgrove asked Council to better communicate with the community. The Borough of Heidelberg has been featured in the Signal Item several times over the past few weeks. Mr. Musgrove asked if HVFD has submitted any historical financial information. President Nolan stated that the Borough asked for that information. Mr. Musgrove asked that the Borough website be updated more often. Mr. Musgrove also asked Manager Loutitt if there are problems with the Boroughs phone services because the phone rang but no one answered. Manager Loutitt explained that the Borough Office only has one phone line.
